Council for HR Leaders

Purpose:
The Council of Human Resources Leaders (CHRL) is intended to serve as the campuswide deliberative body on human resources matters. The CHRL is charged with:
1. Identifying, analyzing and presenting recommendations to the CHRO - incorporating campus needs, best practices, policy, employee impact and financial considerations - for elevation to the relevant stakeholders on campus, and
2. Ensuring consistent implementation of policies and programs with campuswide impact.

In addition, the CHRL members will share best practices and program design to leverage existing knowledge and resources. In turn, the CHRO will serve as a partner to the members of the CHRL and their units. Ultimately, under the direction of the CHRO, the CHRL shall ensure that there is a consistent, coherent and unified approach to human resources across UC Berkeley.

Participating Units:
The CHRL will consist of members (as determined by the CHRL) whose human resources leadership roles, typically in a large department and/or division, require them to develop and implement human resources strategy, employee engagement programs and corresponding operations. The initial membership shall include:

Each member of the CHRL may invite members of their staff to attend CHRL meetings as needed and when relevant to the agenda. The Chair of the CHRL will be the UC Berkeley Chief Human Resources Officer. At the first meeting, membership will be discussed to reach an agreement on whether additional members should be included.
